UK Spec R34 Skylines

I was watching a Skyline history video from the UK and there was a part that had the cars being make UK Legal when the Nissan dealers started selling them (R34s) ? Diff coolers and other small add-ons. Could someone explain this a little more and why wasnt this done from the factory ?

what did they say about it in the film?
Something about the higher rates of consistent speed was it?

Yes, all these modifications were done in the purpose of the no bound highways. They removed the speed limiter, added coolers for the tranny and rear diff and then they were OK to go speeding for milles and milles. There was also a small red light installed on the rear bumper but I don't remember what was the purpose of it.

The red light has something to do with the fog they have over there I believe. They light up and I believe the red with the white it to make drivers aware of which way the car is traveling in the fog when it is hard to see?
