Attesa Problem

I went out and took a look at my car to see if anything might need attending to before spring and I noticed my attesa fluid reservoir had lots of fluid, full. but there is a huge air pocket in the middle of the tank. Should this air gap be there? If something is wrong how do i fix it?

did you just fill it up? as far as I know there is a filter in the middle of the reservoir and it does take a little while for the fluid to filter through.

I haven't filled it at all. it cant filter up so im lost now i cant get the fluid down
